      Public Law 92 Stat. OSF works to manage fish stocks important to commercial, recreational, and subsistence fisheries by providing guidance to our Regional Offices and Regional Fishery Management Councils; facilitating effective communication between and among constituents; and supporting safe seafood. At the federal level, the conservation measures within the Farm Bill and annual appropriations for State Wildlife Grants and the Land and Water Conservation Fund can also be considered contributors to conservation and therefore may be included in this funding strategy. The American System of Conservation Funding started with hunting license sales which began to provide reliable funding for state wildlife agencies very late in the 19th century. This reliability is of critical importance to the agencies as they make long-term conservation management decisions. Reports or decision-making documents subsequently prepared by the requesting Federal agency must include the recommendations of the Service and the affected state s for protecting fish and wildlife.

      This provision ultimately was dropped from the text of the act because it would not have raised much and it would disproportionately harm the small birdseed and bird feeder industry. Although the FWS studied funding options, it failed to recommend any in the years following. Whenever the waters or channel of a body of water are modified by a Federal agency, or by any other entity where a Federal permit is required, adequate consideration must be made for the conservation, maintenance and management of wildlife resources and habitat. The Act declares that, fish and wildlife are of ecological, educational, esthetic, cultural, recreational, economic and scientific value to the nation.
